Image: Creator: stock.adobe.com / Juliya Vitsenko #26035673 June 1 | The American Council on Germany, New York FES New York, together with the American Council on Germany, hosted a discussion and luncheon with Ralf Stegner, Member of the German Bundestag (SPD), on the theme “Fractured Alliances, Escalating Conflicts: What is the Role of Diplomacy in a Disarrayed World?” The conversation explored the growing pressures on the international system at a time of escalating conflicts, shifting geopolitical alignments, and increasing uncertainty about the future of global cooperation. Drawing on his experience in German politics and international affairs, Stegner reflected on the challenges facing diplomacy in an era marked by strategic competition, armed conflict, and weakening trust in multilateral institutions. The discussion highlighted the tensions between Germany’s evolving geopolitical role and its longstanding commitment to a rules-based international order. Participants examined the implications of current conflicts for transatlantic relations, European security, and international cooperation, while also considering the opportunities and limitations of diplomacy in addressing increasingly complex global crises. A central theme of the exchange was the need to preserve channels for dialogue even in times of heightened confrontation. Ralf Stegner has been a member of the Bundestag for the District of Pinneberg since 2021. Prior to that, Mr. Stegner was a Member of the State Parliament of Schleswig-Holstein from 2005-2021. During that time, he also served as the Minister of the Interior from 2005-2008 and the the Minister of Finance from 2003-2005, as well as the Chairman of the SPD Parliamentary Group in the State Parliament from 2008-2021. He also previously held roles as the State Secretary at the Ministry of Labor, Social Affairs, Youth, and Health, and State Secretary at the Ministry of Education, Science, Research, and Culture. Mr. Stegner studied political science, history, and German at the University of Freiburg, and was a scholarship recipient of the Friedrich Ebert Foundation. From 1987 to 1989 Mr. Stegner was a McCloy Scholar of the Volkswagenwerk Foundation and the German National Academic Foundation at Harvard University, and earned his Masters of Public Administration from the Kennedy School of Government at Harvard University.
